HUD says Rapid City is making progress in housing needs for low income individuals

RAPID CITY –– In its Annual Community Assessment, the U.S. Department of Housing and Urban Development (HUD) has determined Rapid City is making sufficient progress in meeting the housing and community development needs of low- and moderate-income individuals. HUD recently notified City officials of its findings for the 2015 Program Year, the third year of a five-year program plan between the City and HUD.

“This is a positive report showing Rapid City is continuing to strive and improve on meeting its federal obligations and requirements in addressing the highest priority needs of our low-and-moderate income citizens. In 2015, over 99 percent of the Community Development Block Grant funds were expended to benefit low-to-moderate income residents of our community, far exceeding HUD’s required 70 percent,” said Barb Garcia, the City’s Community Development

Block Grant Manager. “This extensive process includes important reporting and data collection requirements as well as continuing to provide efficient and essential services.”

HUD’s assessment report reviews several areas including if the City is meeting its statutory purposes of the Community Development Block Grant (CDBG) program; is consistent with strategies and goals in the Consolidated Plan and Annual Action Plan; meeting requirements of the Fair Housing and Equal Opportunity programs and various timeliness and performance measure priorities.

HUD’s review encompassed the period April 1, 2015 through March 31, 2016.

“Rapid City has carried out its program substantially as described in its Consolidated Plan and has the continuing capacity to carry out its approved program in a timely manner,” stated HUD’s letter to the City.

“Based upon our analysis and examination of the data available to us, we have determined that the city’s overall progress has been satisfactory during the third program year of the five-year plan. Rapid City appears to be administering its programs in a manner consistent with the applicable regulatory requirements.”

In its report, HUD stated Rapid City is meeting the primary objective of the CDBG program, which is the development of viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities, principally, for persons of low- and moderate income. In addition, HUD also determined Rapid City has shown significant improvement in documenting the accomplishments of its projects and activities in reports generated by the Integrated Disbursement and Information System and the inputting of data and the City has also vastly improved its efforts to document compliance with the community participation requirements of the Fair Housing and Economic Opportunity programs.
